  1. It is a matter of regret that number of organizations like Banks, BDA (Bhubaneswar Development Authority) are least concerned in protecting the interest of their customers and the common man who buy a house in Bhubaneswar.
    All or most of the news companies are also sleeping and does not see what is happening around and within Bhubaneswar.
    In this market trend it is really difficult for many of the people to buy home by paying money from his savings. He buys a house by taking loan from Back and the Builder takes his own time to complete the construction and not even a single builder completes the construction within time.
    BDA approves the plan and after the construction of the building the builder does not provide the Completion Certificate, Occupancy Certificate and the Commencement Certificate. It is legally not possible or anybody should stay in in building that does not have Completion Certificate, Occupancy Certificate. BDA is the sole authority for providing these certificates. May be the Builder does not collect these certificates from BDA or BDA does not provide these Certificates because of the deviation in approved plan has already happened by the Builder.
    The Home buyer suffers a lot for these certificates in future and there are number of examples we have already seen.
    When the builder has not obtained occupancy certificate, how can the builder deliver physical possession of the flat to anybody? If anybody cannot occupy the house then the execution of sale deed is legally failed and become void ab initio and in such a situation how can anybody come forward for execution of the sale deed?
    BDA also keeps this statement in the he plan approval letter: “the building shall not be occupied fully or partly before issuance of occupancy certificate by BDA”.
